About Sean Quigley

Raised in rural SC, when it came time to leave home, Sean Quigley decided the opportunities offered by the military held the promise of adventure (and paying for college). He received an appointment to the US Naval Academy.  When he graduated, Mr. Quigley was commissioned in the US Marine Corps, where he spent 22 years as a helicopter pilot, college instructor, strategic planner, and training coordinator.  Assigned to duty stations both stateside and overseas, he gained a wealth of exposure to real-world operations, in addition to training and education, and contingency planning. 

Following retirement from the Marine Corps, Mr. Quigley joined Deloitte & Touche, LLP., as a risk and crisis management consultant in the cyber and strategic risk division.  He served a variety of federal and state-level clients across the Departments of Defense (DoD), Transportation, and Commerce. Typical engagements included providing risk management subject matter expertise to executives and the design of training and exercise programs to fulfill departmental needs. As the primary facilitator of many of these exercises, Mr. Quigley often interacted with senior executive service members, coaching them to apply concepts and consider actions to best navigate their challenges. 

A recent success included leading the development of the first-ever Crisis Management Plan for the 2020 Decennial Census.  Developing this plan required Mr. Quigley to supervise the training and exercise program to prepare the executive leadership to use it, and advised on implementing the plan when COVID-19 was declared an emergency in March 2020.
